YUPIA, July 21: The Office of the District Election Officer (DEO), Papum Pare, on Tuesday convened a coordination meeting with representatives of recognised political parties at the Deputy Commissioner’s Conference Hall, Yupia, following the draft publication of the Electoral Roll-2026.

 Deputy Commissioner-cum-District Election Officer (DEO), Shri Lobsang Tsering, officially released the Draft Electoral Rolls for 13-Itanagar, 14-Doimukh and 15-Sagalee Assembly Constituencies and handed over copies of the draft electoral rolls to the representatives of the recognised political parties.

 Addressing the meeting, Shri Tsering highlighted the successful completion of the Special Intensive Revision (SIR)-2026 within the timeline prescribed by the Election Commission of India (ECI). He elaborated on the extensive efforts undertaken by the District Election Office in carrying out the revision exercise and congratulated the Booth Level Officers (BLOs), Booth Level Agents (BLAs) and the Electoral Registration Officers (EROs) for their dedication and unwavering commitment in successfully completing the exercise.

 The DEO informed that the period for filing claims and objections has commenced from July 21, 2026, and will continue till August 20, 2026. He further stated that hearings on the claims and objections will be conducted from August 21 to September 18, 2026, as per the schedule notified by the Election Commission of India.

 Appealing for active participation, Shri Tsering urged all recognised political parties to extend  their wholehearted cooperation during the claims and objections period and the subsequent hearings to facilitate the preparation of a transparent, inclusive and error-free final electoral roll.

 Electoral Registration Officer (ERO), 13-Itanagar Assembly Constituency, Smt. Dani Rikang, made a detailed PowerPoint presentation on the outcome of the recently concluded Special Intensive Revision (SIR)-2026 in Papum Pare district.

 She explained that the Special Intensive Revision (SIR) is distinct from the routine Annual Summary Revision. Unlike the annual exercise, which primarily processes applications received online or through designated facilitation centres, the SIR involves door-to-door physical verification of electors by Booth Level Officers (BLOs) across the Assembly Constituencies. She stated that the objective of the exercise is to improve the accuracy and integrity of the electoral roll by identifying and removing ineligible entries, including duplicate registrations, deceased electors whose deaths remain unreported, permanently shifted voters and other non-genuine or “ghost” electors.

 Presenting the statistical outcome of the recently concluded SIR-2026, Smt. Rikang informed that the total number of electors in Papum Pare district has been revised from 1,02,810 in the pre-revision electoral roll to 53,382 in the Draft Electoral Roll, reflecting a reduction of 49,428 electors (48.07%).

 She further informed that, based on the recently concluded SIR-2026, the electorate in 13-Itanagar Assembly Constituency has been revised from 63,046 to 21,471, registering a reduction of 41,575 electors (65.94%). Similarly, 14-Doimukh Assembly Constituency has been revised from 25,077 to 19,038, a reduction of 6,039 electors (24.08%), while 15-Sagalee Assembly Constituency has been revised from 14,687 to 12,873, reflecting a reduction of 1,814 electors (12.35%).

 She also shared the gender-wise composition of the Draft Electoral Roll prepared following the recently concluded SIR-2026, stating that the district now has 24,717 male and 28,665 female electors. Constituency-wise, 13-Itanagar has 9,451 male and 12,020 female electors; 14-Doimukh has 8,914 male and 10,124 female electors; while 15-Sagalee has 6,352 male and 6,521 female electors.

 Briefing the participants on the claims and objections process, Smt. Rikang explained the procedures relating to Form 6 and Form 8, which are used for enrolment of new electors and transfer of voters from one Assembly Constituency to another. She emphasised that submission of the prescribed Self-Declaration Form along with Forms 6 and 8 is mandatory to establish the authenticity of applications and ensure that only eligible electors are enrolled. She further informed that furnishing false information or making fraudulent declarations attracts penal provisions under the Representation of the People Act, including imprisonment for up to one year.

 The meeting concluded with an interactive session during which representatives of the recognised political parties sought clarifications on various aspects of the SIR process, the draft electoral roll and the claims and objections procedure. The officials addressed their queries, following which the political party representatives assured their full cooperation to the District Election Office in ensuring the successful final publication of a free, fair and error-free Electoral Roll-2026.

 Among others, ADC Sagalee-cum-ERO, 15-Sagalee Assembly Constituency, Shri Kipa Raja, and ADC Balijan-cum-ERO, 14-Doimukh Assembly Constituency, Shri Takar Rava, were present during the meeting and Coporators Smt. Yekar Yaro, Ngurang Yache were present during the meeting. (DIPRO)
