PASIGHAT, July 24: ADC (i/c Deputy Commissioner) Miss Pebika Lego, IAS, chaired the District Development Review-cum-District Level Monitoring Committee meeting today at the DC's Conference Hall, Pasighat. The meeting was attended by the Zilla Parishad Chairperson (ZPC), Zilla Parishad Members (ZPMs), and Heads of Departments (HoDs) of East Siang District to review the progress of various developmental programmes and discuss measures for improving public service delivery.

Addressing the meeting, the ADC stressed the importance of maintaining quality in the execution of all developmental works and directed the concerned departments to ensure that projects are implemented efficiently and within the stipulated timelines. She reviewed the overall progress of developmental activities across the district and encouraged departments to openly present the challenges they face at the field level so that timely solutions and appropriate interventions can be initiated.

Emphasizing effective administration, the ADC urged all Heads of Departments to optimally engage capable staff for efficient execution of official responsibilities. The Education Department was directed to submit its Action Taken Report at the earliest. She also reviewed the Agriculture, Veterinary and Fisheries Departments and sought information regarding any issues related to banking transactions, delays or other constraints affecting the implementation of government schemes.

The ADC further advised all departments to hold regular intra-departmental coordination meetings before submitting reports and data at review meetings to ensure accuracy, consistency and better coordination.

Highlighting the tourism potential of the district, she observed that several villages possess immense scope for tourism development and stated that with coordinated efforts from the Pasighat Municipal Council (PMC), Panchayati Raj Institutions and local communities, these villages can be beautified to attract more tourists.

She also urged all departments to involve DIPRO whenever organising training programmes or awareness activities so that information reaches a wider audience through effective publicity and dissemination.

The ADC appealed to all Heads of Departments to proactively ensure that all eligible casual workers, ALCs and departmental staff are enrolled under social security schemes such as the PMJJBY, PMSBY and Atal Pension Yojana. She further emphasised the need to ensure timely renewal of these schemes so that beneficiaries continue to receive uninterrupted benefits.

During the meeting, DDSE Adhuk Tabing, while responding to issues relating to obtaining Land Possession Certificates (LPCs) for schools, informed that several schools are functioning on land belonging to the Forest Department, where obtaining NOCs has become difficult. He further stated that in some cases, families whose ancestors had donated land for schools are now reluctant to provide NOCs, citing that the land had been donated without proper consultation among family members or without compensation. Some have expressed willingness to issue NOCs only if one member of the donor's family is provided government job.

Later, the ADC requested the ZPC and all ZPMs of East Siang to actively participate in resolving local issues at the grassroots level, stating that their intervention as elected representatives is crucial for effective governance and timely resolution of public grievances. She also advised all departments to submit verified and accurate data, noting that discrepancies between official reports and ground realities should be avoided.

ZPC of East Siang, Smti. Ruth Tabing Boko actively participated in the deliberations and emphasised the importance of close coordination between government departments and ZPMs. She stated that ZPMs play a vital role at the grassroots level and their active involvement helps resolve local issues amicably, efficiently and in the interest of the public.

During the meeting, several Heads of Departments also shared the challenges they encounter while implementing developmental programmes and delivering public services at the grassroots level. The discussions focused on identifying practical solutions through better inter-departmental coordination and collective efforts.

The meeting concluded on a positive note with all Heads of Departments in attendance, reaffirming the district administration's commitment to ensuring effective implementation of government programmes and accelerating the overall development of East Siang District. (DIPRO)
